NCVO Survey: The Impact of Inflation on Charities Delivering Public Services
Income from government and public bodies through grants and contracts to deliver public services makes up 26% of the voluntary sector’s income. Underfunding of these services is a longstanding problem for the sector, and it is now being exacerbated by the cost-of-living crisis. Voluntary infrastructure bodies are working together to make the case to government for sustainably funded public services. This survey from NCVO will help to build evidence of this problem, and influence government. This survey is about services funded by contracts and grants from government (both central and local) and public bodies. It is not about funding from trusts and foundations, public giving, or enterprise.

Contract Uplifts
Charities are increasingly facing challenges due to the growing disparity between the costs of delivering services and the value of contracts provided by contracting authorities. As the expenses of service delivery rise, it has become more difficult for charities to maintain operations within the contract’s specified value.
In collaboration with NCVO and other partners, efforts are being made to address this issue with the government and seek solutions that ensure charities receive adequate funding for their contracted services. Charities engaged in contracts with local authorities, PCCs, ICSs, central government departments, or other authorities are encouraged to share their experiences through a survey aimed at comprehensively understanding the financial hurdles arising from insufficient uplift in public service contracts.
The survey, accessible until September 1st, gathers data about contract types, values, and delivery costs. Participating in this survey can help shed light on the challenges faced by charitable organisations in meeting contractual obligations.

Whatsapp Scam – Community & Religious Groups
Beware of a new WhatsApp scam targeting large community and religious groups, where scammers infiltrate the groups to deceive members into sending money. The fraud involves a scammer posing as a group member, gaining trust through a false profile picture and audio call. Victims are then tricked into sharing a one-time passcode, which they use to hijack their WhatsApp account.
With account access, scammers request money from other group members or contacts, claiming they are in need. To protect yourself, never share your account’s two-factor authentication code, set up two-step verification, and verify unusual requests by calling the person directly. Report and block suspicious messages within WhatsApp, and if you’ve been a victim, report it to www.actionfraud.police.uk or call 0300 123 2040.

Social Investment Linked to Boosting Local Economic Growth
A collaborative report by the Department for Digital, Culture, Media and Sport (DCMS) and Social Investment Business explores the impact of social investment on local economic growth. The analysis is based on neighborhood-level data and reveals that areas receiving social investment exhibited notable reductions in deprivation and higher economic indicators like output, income, and employment compared to areas without such investment.
Notably, a 12% improvement in deprivation levels was observed between 2010-2019 when investment exceeded £3 million, rising to over 17% for investments surpassing £4 million. Moreover, gross value added (GVA) data indicated a 14% difference in GVA increases with a minimum of £500,000 social investment, reaching 42% and 106% for investments exceeding £3 million and £4 million respectively. The research was largely informed by the UK’s Futurebuilders fund, which targeted disadvantaged communities through loans, grants, and blended finance investments.

New Research Exploring Stigma Associated with Loneliness
To coincide with Loneliness Awareness Week in June, DCMS published new research exploring the stigma associated with loneliness. Findings suggest that loneliness stigma exists and comes in three forms:
- an individual feeling shame or embarrassment (self stigma);
- individuals assuming others will have negative attitudes or beliefs towards them experiencing loneliness (perceived social stigma); and
- negative attitudes or beliefs towards a person experiencing loneliness (actual social stigma).
The research found examples of stigma across all age groups and that stigma is heightened by greater feelings of loneliness. Normalising loneliness, tackling negative associations and encouraging conversations will help people experiencing loneliness.
DCMS will continue to normalise loneliness through the ongoing communications campaign, with a particular focus on reaching young people.
