Q&A: Local Government Reform – 17 September
The proposed local government reform is one of the most significant changes to local governance in Lancashire in decades.
Local government reform will fundamentally reshape the way services are delivered across the county including in the Lancaster District. This is an important opportunity to understand the proposals and consider what they mean for our communities, our services, and the voluntary, community, faith and social enterprise sector.
We are pleased to be joined by Mark Davies, Chief Executive of Lancaster City Council, who will provide an update on the reform agenda and answer your questions.
Lancashire is currently undergoing a Local Government Reform agenda driven by central government, focused on replacing the current two-tier system (county and district councils) with a smaller number of unitary authorities.
For the Lancaster district, this means we may join a new unitary authority with either Blackpool or Preston, creating larger combined authorities with populations around 500,000.
This Q&A session is your chance to:
- Understand how the proposals are shaping up
- Ask questions about how local services will be affected
- Explore the role of the VCSE sector in future governance and service delivery
- Share concerns and perspectives from your community
We encourage you to attend and be part of the conversation. This is a vital moment for shaping how our communities are represented and supported in the years ahead.
Before reserving your spot, please ensure you’re able to attend, as places are limited and in high demand. We operate a waiting list, so if you’re no longer able to join us after booking, please let us know as soon as possible so we can offer your place to someone on the reserve list.
17 September, 9:30am – 11:30am, Lancaster Town Hall

Q&A: the New 10-Year NHS Plan – 19 September
In early July 2025, the government published its new 10-Year Health Plan – a major reform agenda that proposes a ‘radical reimagining’ of the NHS. It outlines bold ambitions to shift care from hospitals to communities, invest in prevention and harness digital technology to transform how care is delivered.
But what does this mean for our communities and for the VCFSE sector?
We are inviting you to join us for a Q&A session where we’ll explore the Plan and discuss what this means for VCFSE sector.
We are pleased to welcome:
- Aaron Cummins, Chief Executive, University Hospitals of Morecambe Bay NHS Trust Lead Chief Executive for the Lancashire and South Cumbria Provider Collaborative. Aaron brings extensive experience of leading system-wide change and collaboration across health and care. His insights will be invaluable in helping us understand the direction of the NHS 10-Year Plan and what it means for our sector, our partnerships, and the people we serve.
- Ian Dewar, Lead Chaplain at University Hospitals of Morecambe Bay NHS Trust and Coordinator of the Bay Health Festivals. Ian is a passionate advocate for placing people and communities at the heart of health and wellbeing.
This session will provide:
- A summary of the NHS 10-Year Plan’s key themes
- An honest discussion about the risks and opportunities for the VCSE sector
- Insight into local implications and the role of place-based partnerships
- Time for Q&A and shared reflections
We encourage you to attend, share your perspectives, and use this as a space to ask questions about the future of collaboration, integration, and community voice in a changing system.
Before reserving your spot, please ensure you’re able to attend, as places are limited and in high demand. We operate a waiting list, so if you’re no longer able to join us after booking, please let us know as soon as possible so we can offer your place to someone on the reserve list.

With this in mind we are looking for beneficiaries to share their stories for a film we would like to make to illustrate this. We are looking for people who have directly benefitted from your organisations’ intervention and as a result their health inequality has reduced. If you have anyone who you think fits the bill please get in touch with any of the Festivol Planning committee – Yak, Sharon, Jen, Jim and we’ll take it from there. Or email [email protected]

Community Collage Project – Organisations Required
As many of you will know Sarah Baines, Development Lead at the Lancaster Integrated Care Community (ICC) is leaving at the end of August. For many years Sarah has organised the Community Collage project across the district. The Community Collage Wellbeing project has been part of a the Bay Health Festivals. A local artist re-creates a template of a local landmark and then any individual/school/organisation/care home etc can have work together on one of the templates to create a beautiful collage that will be displayed in the Storey Institute. Members of the public can then vote on their favourite.
Sarah Baines is looking for organisations to take on this project in the future and keep it going. Work involved is: organising the artist to create the template, printing and distributing the templates to the groups, gathering them up and then creating a display at the Storey. Also involved is fundraising to pay for the materials and the hire of the Storey and also publicising the project.
If anyone is interested in continuing this work or partnering with others to make it happen please get in touch with our Community Health Officer, Jenny Reddell at [email protected] and we can take it from there.

Effective LCSI—driven by local knowledge, strong relationships, sustainable funding, and strategic public sector engagement—was found to boost resources, improve policy, and enhance community trust and participation. The research highlights that LCSI thrives when rooted in local context, acting as a trusted bridge between the VCSE sector and statutory bodies, and warns that its absence risks fragmentation, lost funding opportunities, and weakened community voice.

Emergency Response Strengthening Partnerships Consultation
The Grenfell Tower Inquiry recommended strengthening partnership working requirements between general Category 1 responders and VCFSE organisations. The requirement would be implemented by amending regulations to require general responders to establish and maintain partnerships with voluntary, community and faith organisations in their areas.
This Government consultation will gather views on whether amending an existing statutory duty is an effective and proportionate means to strengthen engagement, what the challenges and opportunities are, and whether there are alternative ways to achieve improved partnership working.
The Government wants to better understand the potential effects of any changes to regulations. The outcome of this consultation will help inform the approach to support more inclusive and collaborative working.

Why Local Infrastructure Like Lancaster District CVS Matters More Than Ever
New research from DCMS puts hard evidence behind what many in the sector already know – strong local infrastructure makes a real difference. Supporting our Local Food Clubs
We stand with our friends and partners at the Lancaster District Food Justice Partnership (LDFJP) as they face ongoing challenges with food supply across the network of community food clubs. Many of these clubs are currently experiencing shortages, and the effect of this will have far-reaching implications for people and families who rely on this support. But despite the pressures, the commitment from volunteers and these programs remain unwavering. LDFJP is working hard behind the scenes to find long-term solutions to ensure no one in our community is left behind.
These clubs offer so much more than food. They are safe, welcoming spaces where friendships are built, mental health is supported, and people find connection, advice, and help with wider life challenges.
If you’re a member, your patience and loyalty mean everything right now. If you’re in a position to help – whether through donations, offers of support, or simply spreading the word, please do. Your support will help raise awareness and direct much-needed help to these amazing projects.
Please email us at [email protected] if you’d like more information or want to get involved. Together, we can provide our support to protect and strengthen these vital community lifelines.

This can include people with disabilities; people who are challenged by anxiety, depression, or other mental wellbeing issues; people with short-term illness or injury that prevents them from going out; people who are isolating because of some other health related issue; or perhaps just people who want to do something but would find it more convenient to work from home.
Roles that could be done from home could include things like administration, finance, social media, marketing and promotion, telephone befriending etc and often would only require minimal equipment, such as a computer and an internet connection.
Please contact [email protected] with your volunteering needs. We have volunteers waiting for home-based roles, so there is potential for a quick referral.

Volunteer Opportunity Promotion and Recruitment
Have you registered on our website to promote your volunteer roles? By adding your opportunities to our website you will be making them available to the hundreds of people per month who check our site looking for something to do. You will also enable our team to easily and quickly signpost people to your roles, to give them the information that they need to decide whether they would like to apply.
Registering is quick and easy and you can do it here.
Once registered you will be able to add your roles. If you need any help, or have any questions, you can contact Mark by email at [email protected]
In addition to the website, the Volunteer Centre can promote your roles via our bulletins and newsletters; through attendance at in-person events such as volunteer fairs; in 121 meetings with potential volunteers; through visits to various support organisations; drop-in events at local Job Centres; by posting to our social media platforms; and through our bi-weekly column in the Lancaster Guardian.
If you would like to discuss any of this, including having space in our Lancaster Guardian column, please contact Mark.

Volunteering Opportunity Help Guide
We have produced a guide to help you when adding an opportunity to our website – It is quite detailed and covers every possible question. You don’t need to follow it but please do look at it if you get stuck or if it isn’t clear which option to choose when going through the form to add new opportunities.
You can now also add more users to your account. Once registered, log in, hover on Account at the top of the dashboard and click ‘Users’, where you can add more users. This will be useful if you would like someone else to check applicant info and contact potential volunteers.
You can also now choose which category to add your opportunity under, to help people when searching for roles. If you can’t find an appropriate category, just use the ‘default’ category and let us know what categories you would like to see added.
